Yup. It all depends on what that program. If there is a simple "Hello World" program, you can do it as quickly as possible to write a few lines. If it is a small utility to organize files and folders, you could do in an hour, with a little experience. If you want a text editor core, it can be one or two days. A game, depending on complexity, from one day up to 7 years (IL-2 Sturmovik was 7). An operating system that could meet some basic tasks for a week or a few months for one person.
